NOTICE OF RACE

  1. RULES          

1.1  The Junior Olympic Festival will be governed by the rules as defined in the Racing Rules of Sailing

 

1.2  The Rules of the Blue Jay, Club 420, Laser and Optimist, Optimist Green class will apply

 

1.3  By participating in this regatta, a competitor grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any photographs, motion pictures and live, taped or filmed television and other reproductions of him or her during the period of the competition without compensation

 

  1. ADVERTISING – Shall be restricted to Category A in accordance with ISAF Regulation 20, Advertising Code, and the relevant class rules

 

  1. ELIGIBILITY & ENTRY

3.1  AGE – Applicants for all classes must not turn 20 years old in the year of the event. Optimist class age rules apply

 

3.2  US SAILING MEMBERSHIP

Membership in US SAILING is required for each competitor (helmsman and crew for double handed classes).  Competitors may sign up at registration.  If you are already a member, bring your membership card to registration – VERIFICATION IS MANDATORY!  Sailors can join online at www.ussailing.org/membership.com or at NBYC the day of the event.

 

3.3  CLASS ASSOCIATION MEMBERSHIP

US SAILING recommends that competitors are members of their respective class associations

 

  1. BOATS/MEASUREMENT

4.1  Each competitor will be responsible for their boats being in compliance with the respective class rules. 

 

           

 

 

 

 

 

  1. FEES – The entry fee is $25 for single handed entry and $35 for double handed entry and must be paid with registration no later than 10:00 AM , July 8th, 2008 at NBYC.  Entry fee includes post race cook-out and tee-shirt.

 

  1. SCHEDULE OF EVENTS

10:30 AM   Skippers meeting

11:00 AM   Harbor Start  Races will be continuous with snack break on the water.  Bring your own lunch, or purchase at NBYC –PRE ORDERING LUNCHES IS REQUIRED IN ORDER TO GUARANTEE A LUNCH ON THE WATER PROVIDED BY NBYC.  No races will be started after 4:00 PM .

  1. SAILING INSTRUCTIONS – Sailing instructions will be available at registration

 

  1. NUMBER OF RACES AND SCORING

The race committee will run as many races as it can within the time limits stated in the NOR.  One race is required to constitute a series.  Scoring in all classes will be the Appendix A Low Point System, EXCEPT THERE WILL BE NO THROW OUTS

 

  1. COACHES – Coaches may be asked to register at the event.  Coaches who are

able to bring proof of US Sailing certification will be given appropriate access to participants.  Each race circle reserves the right to restrict the access to the participants by coaches.  If the PRO on the course determines that a boundary be established all coaches will honor this boundary or the competitor will be asked to leave the regatta and scored DSQ.

           

  1. SAFETY - A US Coast Guard approved personal flotation device shall be worn, properly fastened, at all times while launching and when sailing.  Failure to comply with this rule can result in disqualification as deemed appropriate by the protest committee. A boat retiring from a race shall notify a Race Committee vessel before leaving the course, or when that is impossible, immediately at the clubhouse office after arrival ashore.

 

 

 

 

 

 

 

 

 

 

 

11.  DISCIPLINE

11.2                      Per US SAILING Regulation 5.03 no contestant shall use, either on or off the water during any US SAILING sanctioned event: marijuana or any other controlled substance (as defined in 21 U.S. Code 802) the possession of which is unlawful under 21 U.S. Code 841, or alcoholic beverages (distilled spirits, wine and beer, each as defined in chapter 51 of the U.S: IRC Code and intended for beverage use). This regulation is in effect from date and time of arrival through date and time of departure from the locale. The penalty shall be that the contestant, after a proper hearing, be immediately removed from the regatta venue and, where practical, sent home.

           

11.2                      All competitors are expected to maintain the highest level of conduct    throughout the entire event. When the Protest Committee, from its own observation or a report received from any source, believes that a competitor may have committed a breach of a rule, good manners, or sportsmanship, or may have brought the sport into disrepute, it may call a hearing. After a proper hearing the penalty may range from a reprimand to dismissal from the regatta and additional action may be taken under RRS 69

 

  1. Hearings will be held generally in accordance with the recommendations of Appendix M5 of the RRS. The officers for hearing a violation will consist of the Chief Judge, acting as chairman of the hearing, the Protest Committee and the event chair.

 

  1. PRIZES - USA Junior Olympic medals will be awarded to competitors placing first through third in all divisions.  The Larry White Perpetual Trophy will be awarded to the winner of the 420 Class.
